I do agree that it's still ambiguous because it's never explicitly stated in canon. But there is a lot of circumstantial evidence to suggest he is a DE/Marked.
And though it's not canon, that quote is what both HP_Lexicon and the HP Wiki cite to assign Draco the status of Death Eater.
