Death Eaters *are* Marked so JKR saying Draco is actually a Death Eater would mean he was Marked.
I don't mean to be pernickity, but JKR isn't necessarily saying Draco is a Death Eater. She says, "how else would you become a Death Eater?" which could mean Draco was simple aspiring to be a Death Eater.
